The Local Registrar operates the Vital Records Department and is a Local Issuance Office authorized by the Minnesota Department of Health's Office of Vital Records. This department issues certified copies of Birth and Death Records. In addition, the department is responsible for Marriage Licenses and Certificates, Ordination Credential Registration, Notary Commission Filing and is the authorized repository for Military Discharge Records.

Minnesota Statute 517.05 requires that persons who are ordained to perform marriage ceremonies, both Minnesota residents and non-residents, must be 21 years of age and register their certificate of ordination or license of ministry before performing a marriage ceremony in Minnesota.
